accredited.

The majority of cases so far as is

known, have occurred in connexion with exports

from the United States, and the United States

Government have expressed their desire to co-

operate with the Governor of Hong Kong in

closing the loophole.

2. It has in consequence now been

decided that, in the case of aras exported from

those countries which have adopted the licence

system, "in transit" facilities will only be

granted in Hong Kong upon production of a copy

of the export licence issued. The United

States Covernment have indicated that they are

prepared provisionally to accept this measure

of control, and I shall be glad if Your Axcellency

you

will now address a note to the Government to

which you are accredited, informing them

that from the
